1.向制止通贷膨胀、保证国民经济持续稳定发展、求取经济效益这一角度转变;2.依靠企业承包、地方财政包干、改革投资体制、消灭中央财政赤字;3.依靠银行信贷承包,实行“软着陆”,制止信用膨胀,4.有计划、有步骤地运用微调办法,理顺价格,减少风险,顺利地进行价格改革。如果做到上述四点,我们在制止通贷膨胀的基础上,就会取得事半功倍的效益,这有利于改革的顺利进行。
