最近,我们到市属3个区8个县(市)对贯彻执行中央办公厅制定的《中国共产党机关公文处理条例》和省委办公厅制定的《中国共产党机关公文处理条例实施细则》以及文书运转工作的情况进行了调查。总的看,备单位对《条例》和《实施细则》的贯彻落实抓得是认真的,但是,也发现文书运转工作中存在一些亟待解决的问题:一、文书队伍不稳定,业务素质偏低。区、县(市)下属的部门和乡镇等基层单位文书工作基础较差,文书人员配备不齐,队伍不稳定,业务素质偏低。主要表现:
