一 党的十三届三中全会提出了治理经济环境,整顿经济秩序、全面深化改革的方针。在治理经济环境,整顿经济秩序中,税收工作是大有可为的。 (一)税收是国家取得财政收入的重要手段。目前,各项税收已占国家财政收入的90％以上,同时税务部门还承担着征收教育费附加、能源交通基金、预算调节基金的任务。1988年税务部门组织征收的财政收入共达2290亿元,其中工商税收157.75亿元,超额完成了国务院提出的工商税收超收30亿元的任务。今年各项税收将在去年的基础上仍有较大幅度
