沂蒙大地,钟灵毓秀,人杰地灵。然而人们提及更多的是她的贫穷。沂蒙山区素有“四塞之崮,舟车不通,外货不入,土货不出”之说。1985年,临沂地区有7个县被国务院和省政府列为重点扶贫的贫困县,是全国十八个连片贫困地区之一,全区农业人口人均年收入只有306元。贫困村人均年收入则不足150元。党的十一届三中全会后,全市各级工商行政管理机关立足职能,按照江泽民总书记视察临沂时提出的“弘扬沂蒙精神,振兴临沂经济”的要求,积极实施市委、市政府提出的“发展大市场,搞活大流通,建立商贸城”的商贸带动战略,始终把监管大市场,搞活大流通,发展个体私营经济,促进老区脱贫致富作为工商工作的突出重点来抓,在全国闯出了一条贫困地区通过建设市场,发展个体私营经济脱贫致富奔小康的路子。到1996年,沂蒙老区在全国18个连片贫困地区率先实现整体脱贫。1999年全市个体私营经济实现产值155.4亿元,实现税收4.5亿元,全市农民人均收入达到2273元。
