1993年,根据国务院机构改革方案,中国纺织总会作为国务院直属事业单位,授权对全国纺织行业进行行业管理。法制工作作为总会机关一个职能部门,赋予相应的职责和任务。正确认识纺织行业法制工作的地位和作用,切实做好纺织行业法制工作,对于机构改革,转换企业经营机制,全面提高企业素质,增强企业的市场适应能力和竞争能力,提高行业管理水平和经济效益,是有积极意义的。
