GATS对我国医疗卫生政策的影响是多方面的。GATS不仅从整体上对我国的医疗卫生政策产生正副两方面的影响,而且GATS的具体规则,如最惠国待遇、透明度、资格检验、合理预期保护等也对我国的医疗卫生政策产生不同程度的制约。因此我国在医疗卫生领域应完善法律法规,强化行政管理,在提高效率的同时,避免对外开放所伴随的副面作用。
The impact of GATS on China’s health policy is multifaceted. GATS not only affects the health policy of our country as a whole, but also the specific rules of GATS, such as the most-favored nation treatment, the transparency, the qualification examination and the reasonable expectation protection, also restrict the medical and health policies of our country to some extent. Therefore, our country should improve the laws and regulations in the field of medical and health care, strengthen administration, improve the efficiency at the same time, and avoid the vice-function that accompanies the opening to the outside world.
