随着我国投资体制改革的不断深化,作为公路建设项目投资主体的企业法人和勘察设计单位的关系已基本上转化为市场行为。在这种客观形势下,国务院已批复同意勘察设计单位逐步转为企业。这一决定顺应了建立社会主义市场经济体制的要求,同时也给勘察设计行业的宏观管理和微观运行提出了新的课题。加快建立符合社会主义市场经济体制要求的勘察设计体制,不仅是市场经济的要求,也是勘察设计单位生存与发展的需要。本文就公路勘察设计单位改为企业后,政府和企业各自职责的变化及相互之间的新型关系进行了探讨。
With the continuous deepening of the reform of the investment system in our country, the relationship between the corporate legal entity that is the main body of investment in highway construction projects and the survey and design units has basically been transformed into a market behavior. In this objective situation, the State Council has approved the gradual conversion of survey and design units to enterprises. This decision conforms to the requirements of establishing a socialist market economic system and at the same time raises new topics for the macro-management and micro-operation of the survey and design industry. To speed up the establishment of a survey and design system that meets the requirements of a socialist market economic system is not only a requirement of market economy but also a necessity of the survival and development of survey and design units. This paper discusses the change of the respective responsibilities of the government and the enterprises and the new relationship between them after changing the highway survey and design institute to the enterprise.
