(一)本规则参照「陕西省各界人民代表会议组织条例」第九条的规定制定之。(二)大会会议设主席团。每次大会由主席团推定执行主席主持之。(三)代表应本人亲自出席,不得请人代替。(四)每次大会开会时,应由秘书长将出席及缺席代表人数向大会报告。(五)每次大会须有全体代表二分之一以上之出席,始得开会;每一议案须有出席代表二分之一以上的赞成始得成立决议,赞成与反对同数时,取决于主席。
(1) These Rules are formulated with reference to the provisions of Article 9 of the “Regulations of the People’s Congresses of Shaanxi Province at All Departments.” (B) the assembly of the presidium.
