在计划经济时代确立的我国医疗保健制度,正在加大改革力度,其基本方针是实行医疗费用由国家、单位和个人合理负担,以提高个人和家庭的健康投资意识。药品管理方面相应也有新举措,如卫生部制定了《国家基本药物目录》,遴选并公布了按有关医疗保健制度允许医生处方使用并可按规定报销的药物名单,由各地根据具体情况增减。最新的一项根本性决定是,借鉴世界上大多数国家通行的药品分类管理办法,创建有中国特色的非处方药管理制度…… 这些调整和变革,总的出发点仍是为了防病治病,提高或维护人民健康,保证适时、适地以老百姓能够支付的费用,提供质量可靠、安全、有效的药物。
The medical insurance system in our country established in the era of planned economy is intensifying the reform. The basic principle is that the medical fees should be reasonably borne by the state, the units and individuals so as to raise the individual’s and family’s health investment awareness.
