国家建委1956年批准的“工業企業和居住区建筑設計暫行防火标准”(标准-102-56)規定:“該标准适用于設計新建、改建的工業企業……的單独建筑物,”而“在設計改建的工業企業……的單独建筑时,如按該标准的某些规定实行遇到困难时,应与公安部門协商解决。”毫無疑問,国家制訂的标准就是法律,設計工作者的职責是必須保証国家制訂的标准在設計中得到貫徹。因此,总图設計必須結合各厂的具体情况,正确地貫徹执行防火标准。最近一段时期在实际工作中遇到了一些具体問題,特别是改建厂的問題。虽然規定上已指出“遇到困难时,应与公安部門协商解决”;但在解决这些問題时究竟应掌握哪些原則,却有不少爭論,也碰到不少困难。我認为,对这个問題进行探討和研究是有必要的。我想就最近一段时期以来在某些改建厂設計中,專家对于貫徹防火标准問題的指导的精神和原则,以及我个人对于如何在改建厂中貫徹执行防火标准的認識,提出一些意見,以供参考和研究。国家对于改建厂設計,提出了如下的原則:工厂改
