目前,在对领导干部政绩考察的过程中,不同程度地存在着分离党务、政务二者关系的现象,这种现象的存在势必会影响到对领导干部政绩全面、客观、公正的评价。主要表现为: 座谈双方认识上出现的偏差,导致座谈方式和座谈内容出现偏差。客观上,无论从形式,工作内容、职务等表象上看,从事党务工作(如书记类)的领导,其工作性质好象党务因素要多一些;从事政务工作(如局长、厂长、经理类)的领导,好象业务性要强一些,基于受这种感性认识的局限,加之受传统观念等影响,使考察看与座谈对象在思想上、认识上形成错觉,在座谈方式和内容上出现偏差,把党务干部非政化,政务干部非党化,从而分离了党务、政务互促互进,相互渗透,相互依存
