2003年,发生在青田县的滩坑水电站群体性事件是浙江省近20年来最大的一起群体性事件,参与人数最大规模时达到数千人。青田县公安局临危受命,在维护稳定的工作中,始终把着力点放在矛盾激化和爆发之前,先后处置和化解了15起中小规模的群体性事件,彻底扭转了滩坑库区治安不稳定的局面。他们的基本做法是:一、疏导为主,各个击破,做到“大维稳,小处置”。二、长期牵制,适时打击,保持库区的高压态势。三、公秘结合,专群合一,坚持情报信息的主导作用。四、强化领导,主动协调,参与移民政策的调研和制定。五、情系移民,服务移民,保护移民的合法权益。
In 2003, the mass incidents at Tankeng Hydropower Station in Qingtian County were the largest mass incidents in Zhejiang Province in the past 20 years, reaching a few thousand at the largest scale. In order to maintain stability, Qingtian County Public Security Bureau has been placing its orders on 15 small and medium-sized mass incidents successively before the intensification of conflicts and outbreak, completely reversing the unstable law and order in the beach and reservoir area situation.
