有些企业的安全员总把罚款看成是灵丹妙药。谁要违反安全规定,除了罚款别无它法。 诚然,用罚款作为搞好安全生产工作的一种手段,不能说不起一点作用。但是,只靠罚款却很难使职工牢固地确立安全意识。没有牢固安全意识的人,是不会主动搞好安全生产的,一有机会还会干那种冒险蛮干
