今年三月二日,第七届全国人大常委会第十八次全议通过的《关于加强社会治安综合治理的决定》,是国家最高权力机关对社会治安综合治理方针的进一步明确认可,标志着这一方针在深化发展的道路上又迈出了极其重要的一步。回顾这一方针自1981年6月中共中央正式提出,发展到如今,恰好是十个春秋。十年来它在实践中不断深化、不断丰富、日臻完善,创造出许多生动活泼的新鲜经验,已逐步形成了与外国刑事政策截然不同的独特之点,强烈反映出其鲜明的中国特色。那么,当前我国社会治安综合治理具有哪些主要特点呢?
