为了进一步调动企业和职工开展资源综合利用的积极性,根据国发[1985]117号文《关于开展资源综合利用若干问题的暂行规定》中第十三条“国家设立综合利用奖”的精神,国家经委、财政部以经综[1987]272号文发出了《关于对国营工业企业资源综合利用项目实行一次性奖励的通知》,通知内容是: 一、国家对企业开展综合利用取得成效的项目给予一次性奖励。获奖项目必须符合以下条件: (一)属于《资源综合利用目录》范围内,能独立计算盈亏的; (二)综合利用项目是盈利的; (三)符合环境保护的要求。
