2008年底,正在国家启动新一轮保障性住房大规模建设之际,在广东、山东、辽宁等地却传出了停建经济适用房的消息,经历十年的经济适用房到底该何去何从?是继续建设还是停止建设?是转向市场化主导下的货币补贴还是彻底停止供应?对这一问题的争论可谓众多纷纭、莫衷一是。其实,关于经济适用房的争论由来已久。1998年,我国停止福利分房,发布了《国务院关于进一步深化城镇住房制度改革加快住房建设的通知》,该文明确规定:“对不同收人家庭实行不同的住房供应政策。最低收入家庭租赁由政府或单位提供的廉租住房;中低收人家庭购买经济适用住房;其他收入高的家庭购买、租赁市场价商品住房。”十年间,经济适用房既有过圆低收入家庭“多年家园梦”的荣光,也有过因操作不规范而出现的尴尬。
