影响我国城镇居民消费结构的最大参数是住房消费,实现住房制度合理化是校正消费结构的前提。为此,将必须着力探讨我国城镇住房制度改革问题。结合国内外的经验与教训,提出如下对策:按照发展社会主义有计划商品经济要求,走住房商品化的道路。从改革公房低租金制度着手,将现在的实物分配逐步转变为货币分配,由住房通过商品交换,取得住房的使用权或所有权,使住房这个大商品进入消费品市场,实现住房资金投入产出的良性循环,从而走出一条有利于解决居民住房问题,又能够促进房地产业、建材业发展的新路子。为此,必须进行一系列相关的改革: ①改革工资分配制度。将目前实际用于职工住房建设与维修、管理等方向的大量暗贴转化为“明补”,加到工资中去,并进入产品成本,让职工以货币工资形式进行住房消费。
The most important parameter affecting the consumption structure of urban residents in our country is housing consumption, and the rationalization of housing system is the precondition of correcting the consumption structure. To this end, we must focus on the reform of China’s urban housing system. Combining with the experience and lessons both at home and abroad, the following countermeasures are put forward: In accordance with the requirements of developing a planned commodity economy for socialism, the road to commercialization of housing should be taken. From the reform of public housing low rent system proceed with the current physical distribution gradually into a currency distribution, through the exchange of housing through the acquisition of housing to obtain the right to use or ownership, so that housing this big commodity into the consumer goods market, housing investment and output to achieve benign Cycle, so as to get out of a favorable solution to residential housing problems, but also to promote the real estate, building materials industry’s new path. To this end, we must carry out a series of related reforms: ① Reforming the wage distribution system. At present, a large number of hidden stickers that are actually used for housing construction, maintenance and management of employees are converted into “Mingfu”, added to wages, and entered into product costs, allowing them to spend their housing wages in the form of monetary salaries.
