在社会犯罪发展的研究中,社会失业率的高低历来是社会犯罪发生的一个极其重要的相关因素。所以,不管是哪一个社会的统治者,在犯罪对策的研究中,都将解决失业问题作为一个极其重要的对策。谁都无法否认的一个规律是:如果一个社会失业率高,那么肯定不会很稳定,其社会犯罪率也一定是高的。譬如,“文化大革命”之前社会犯罪率所以那样低,在众多的重要原因之中,高就业政策的实施,是一个不可忽视的原因。
In the study of the development of social crime, the level of social unemployment has always been an extremely important correlation factor in the occurrence of social crimes.
