目前商品房发生了诸多建筑质量恶性事故,其中有属于建筑设计方面的问题,也有属于建筑施工方面的问题,严重损害了消费者的利益。怎样使住宅商品房的设计质量和施工质量与其价格联系起来,并对其质量实行有效的监理,同时在付款方式上能对其实行有效的制约,笔者认为这是完善住房价格体系,深化住房制度改革中必须加以认真解决的问题。
