普通高校在我国市场经济发展中占重要地位,大多高校隶属于全民所有制事业单位,大部分经费都来源于国家教育经费的划拨,而随着各高校的不断扩招,学校的办学经费严重不足,导致高校场馆的运营经费严重不足。目前我国学校的体育场馆仍以小型化和中低水平为主,场馆管理水平相对较低。在高校规模不断扩大的今天,“外包”作为一种杠杆工具,可以有效地被利用在高校的一些业务上,达到提升办学效率和增强核心竞争力的目的。
Ordinary colleges and universities occupy an important position in the development of China’s market economy. Most of the colleges and universities are subordinate to the system of ownership by the whole people. Most of the funds come from the appropriation of state education funds. With the continuous enrollment expansion of colleges and universities, University venues operating costs seriously inadequate. At present, the sports venues of our country’s schools are still dominated by miniaturization and middle and low levels, and the venue management level is relatively low. As the scale of colleges and universities is expanding, “outsourcing ” as a leverage tool can be effectively used in some colleges and universities to improve the efficiency of running a school and enhance its core competitiveness.
