当前,反腐败斗争形势依然严峻复杂,必须深化党的纪律检查体制改革,强化上级纪委对下级党委和纪委的监督,推动纪委双重领导体制落到实处。这次提出的推进纪检体制改革的3个具体举措(《省(自治区、直辖市)纪委书记、副书记提名考察办法(试行)》、《中央纪委派驻纪检组组长、副组长提名考察办法(试行)》、《中管企业纪委书记、副书记提名考察办法(试行)》),既有利于坚持党对反腐败工作的领导,又有利于增强纪委监督权的相对独立性和权威性。
