宪政并不是完全是民主、法治等体制工具的集合,宪政更多的存在公民的观念和精神中。历史上贵族是公民的同义词,处于上层阶级的贵族所体现的贵族精神是建立、维持宪政秩序运行的根本力量。楚国的贵族阶层力量较为强大,其贵族精神的集中表现是《楚辞》。
Constitutionalism is not entirely a collection of institutional tools such as democracy and the rule of law. Constitutionalism is more about the concept and spirit of citizens. Historically aristocrats are synonymous with citizens. The noble spirit embodied in the aristocracy of the upper class is the fundamental force for establishing and maintaining the operation of the constitutional order. The power of the aristocracy in Chu State is relatively powerful. The concentrated expression of its aristocratic spirit is “Chu Ci”.
