近年旅顺口区农村图书馆事业建设,出现了“二高、四快”的好势头。一高是各级党政领导对图书馆的认识高,称图书馆是培养“四有”公民,自我完善的“社会大学”。发展图书馆事业是两个文明建设、振兴旅顺经济之所需。二高是图书馆服务效益高。“四快”是藏书建设、设施上得快,馆舍面积、经费增得快。区文化局抓住好势头,于1988年8月在全区“农村图书馆(室)达标会议”上明确提出,1990年全(?)10个镇图书馆、105个村图书室要全部达到区所规定的标准。至1989年就采有3个镇图书馆的藏书达万册,
