党的十二大是一次具有划时代意义的大会。这次大会制定的正确纲领,为我国开创社会主义现代化建设新局面奠定了胜利的基础,发展和丰富了马克思主义、毛泽东思想的理论宝库。如何打开档案事业的新局面,这是摆在全国档案工作者面前的新课题。目前档案战线应兴应革的事宜仍众说纷纭。纵观建国以来档案工作的实际情况,虽取得了可喜的成绩,但是迄今仍处于相当落后的状态。有的负责同志曾经指出:“拿世界水平来比,我们的档案工作还非常落后”,“我们现在在收集档案、保管档案上就很落届”。我也认为,我们的档案工作同党和国家各项工作的需要来比,确实是落后的。落后是客观存在,我们要勇于正视现实,要承认落后,但不甘心落后;不要不承认落后,甘心落后。党的十一届三中全会以来,党中央、国务院对档案工作先后颁发了重要文件,这些重要文件的原则是我们档案战线赖以拨乱反正,做好工作的重要杠杆,是档案工作的经典文件。继续贯彻执行这些文件精神,周贯彻执行党的十二火精神是完全一致的。我们要打开新局面,必须“思想更解放一点,改革更大胆一点”。但是一定要实事求是,既不能想
