一、强化水行政管理职能,促进水利行业管理水利部门作为政府的职能部门,主要是搞好行政管理、行业管理和组织好水利建设。但长期以来,由于水行政管理职能没有很好地发挥,给社会造成一种误解,好像水利部门就是一个具体的建设单位,行业利益、行业保护、行业形象都不如其他部门。这不仅挫伤了水利部门自身的积极性,更重要的是影响了对全社会水事活动的宏观管理,最终影响国民经济的正常发展。为此我们主要抓了四方面的工作:
