随着市场经济的深入发展,企业间的并购重组和企业内部的机构改革频繁发生,在此过程中,妥善而合理地做好相关档案处置工作,防止档案资产的流失是企业档案部门必须面对的。《上海市档案条例》第二十二条中规定:国有企业事业组织和国家所有的其他组织的档案归国家所有,列入国有资产管理的范围。“明确指出国有企业档案是国有资产。国家档案局和国家国有资产管理局等部门联合颁发的《国有企业资产与产权变动档案处置暂行办法》中规定的档案处置原则是:1、维护国家安全和国家利益,保守国家机密和企业商业秘密,防止档案散失;2、区别情况,依法、合理处置;3、维护档案的安全,便于有关方面对档案的利用;4、有利于企业保持经营管理的连续性。同时在办法中特别强调要求”国有企业资产与产权变动档案处置工作是国有企业资产与产权变动工作的一项重要内容。应列入其议程,并同步进行。“
