7月1日,行政许可法正式实施。该法是继国家赔偿法、行政处罚法、行政复议法后又一部规范政府行为的重要法律。它的实施,堪称我国行政法治建设的重要里程碑。行政许可法第一次明确了设定行政许可的权限划分,彰显了依法行政的法治主题和构建服务型政府的全新理念。在行政许可法法制之光的照耀下,我国行政许可制度的重重难题,都将纳入新的法制框架中予以破解;社会主义物质文明、政治文明、精神文明建设和社会的发展进步将极大推进。
July 1, the administrative licensing law was officially implemented. This law is another important law regulating the government behavior after the law of national compensation, the law of administrative penalty and the law of administrative reconsideration. Its implementation can be regarded as an important milestone in the construction of administrative law in our country. For the first time, the Administrative Licensing Law clearly defines the division of authority for setting administrative licenses, highlighting the theme of the rule of law in accordance with the law and the new concept of building a service-oriented government. Under the light of the administrative license law and the light of the legal system of administrative permission law, all the important problems of the administrative licensing system in our country will be solved in the new legal framework. The progress of social material civilization, political civilization, spiritual civilization and social progress will be greatly promoted .
