建立和完善地方立法工作制度是地方人大常委会加强立法工作,提高立法质量的重要保证。换届以来,市人大常委会下功夫搞好制度建设,先后制定了《长春市制定地方性法规的规定》、《关于授予主任会议调整年度立法项目权限的决定》、《立法听证办法(试行)》、《关于聘请立法顾问的决定》、《关于审查政府备案规章工作的意见》等工作制度,为我市立法工作的科学、规范运行起到了积极作用。首先,规范了法规立项程序。改变了过去政府有关部门提什么立法项目,人大有关专门就报什么项目的做法,规定了立法项目的立项,必须把握先调研后立项,不调研不立项的原则,立法
Establishing and perfecting the local legislative work system is an important guarantee for the Standing Committee of the Local People’s Congress to step up its legislative work and improve the quality of legislation. Since its general session, the Municipal People’s Congress Standing Committee has worked hard to improve the system construction. It has successively formulated the “Regulations on the Establishment of Local Laws and Regulations in Changchun,” the Decision on Granting the Meeting of Directors to Adjust the Authorization of Annual Legislation Projects, the Legislation on Hearing Measures (Trial) , “Decision on Engaging Legislative Advisors,” “Opinions on Reviewing the Work of Regulating Governmental Filing of Records” and other work systems have played a positive role in the scientific and standardized operation of the municipal legislative work. First of all, regulate the legislative procedures. It has changed the legislative items proposed by the relevant government departments in the past and the relevant laws and regulations of the National People’s Congress devoted to reporting on any projects.
