In recent years, with the rapid economic growth, Shanghai’s medical and health undertakings have made great strides and played an important role in safeguarding people’s basic medical services and promoting social stability. However, since the 1990s, the cost of health care in Shanghai has risen sharply, surpassing the growth rate of both GDP and fiscal revenue and expenditure. According to statistics, the city’s employee medical expenses were 270 million yuan in 1982 and 4.9 billion yuan in 1993, an average annual increase of 31.8%. In 1993, the increase was as high as 57.5%. Excessive growth in medical costs has greatly exceeded the affordability of state finances and enterprises and has become a heavy burden on finance and enterprises.
