素质教育是一个政策概念,不同的教育决策者可以在不同时期规定其不同的含义。思考素质教育会涉及到很多政策、制度因素,但是,教育政策、制度并不是教育的全部。与政策、制度紧密相关的人的因素也是非常重要的。当前,实施素质教育首先要关注区域教育领导问题,因为区域性教育相对独立,在这个范围里,教育领导有着很大的裁量权。
Quality education is a policy concept, and different education policymakers can define their different meanings at different times. Thinking about quality education will involve many policy and institutional factors, however, education policies and systems are not the whole of education. The human factors closely related to policies and systems are also very important. At present, the implementation of quality education must first pay attention to the leadership of regional education, because regional education is relatively independent, in this context, education leaders have great discretion.
