刑事、经济、法纪案件,往往离不开具体的人和事。而这些人和事,又绝非孤立地存在某一特定的环境中,而是与社会各方面,有着千丝万缕的联系。在社会风气不正,腐败现象较为严重的具体环境中,有案不办,有错不纠,或者压案、隐案、自行“消化”案件的现象,就不可避免了。所以,相对而言,对案件的督查,也就显得格外重要了。
Criminal, economic, legal cases, are often inseparable from the specific people and things.
