改革开放十年来,我省林业取得了令人瞩目的成绩。全省森林覆盖率由12.7%上升为19.1%。森林资源赤字得以控制。长江上游防护林体系的建设,从86年开始启动至今,对于日趋恶化的生态环境、洪涝、干旱灾害显示出巨大的社会生态效益。但是,我们应当清醒地看到,在当今改革开放大潮中,我省林业仍然面临十分严峻的局面。从体制上看,有以下几个方面的问题:
Ten years of reform and opening up, forestry in our province has made remarkable achievements. The province’s forest coverage increased from 12.7% to 19.1%. The deficit in forest resources can be controlled. Since the establishment of the shelterbelt system in the upper reaches of the Yangtze River since its establishment in 1986, it has shown tremendous social and ecological benefits to deteriorating ecological environment in flood and drought disasters. However, we should clearly see that in the current tide of reform and opening up, forestry in our province still faces a very serious situation.
