市场经济的发展和国有企业改制的要求促使国家采取新的政策,在党的十五届四中全会上通过了《关于国有企业改革和发展若干重大问题的决定》,开始把推动国有及国有控股大中型企业建立现代企业制度作为国有企业改制和发展社会主义市场经济的一项重要工作来抓。党的十六届三中全会,更进一步提出了建立“归属清晰、权责明确、保护严格、流转顺畅”的现代产权制度,促进了国有企业的产权制度改革。本文将结合莱芜钢铁集团有限公司改革的实践,试就国有企业为什么必须通过产权制度改革建立现代企业制度,从而成为一个合格的市场主体进行研究。
The development of the market economy and the requirements for the restructuring of state-owned enterprises prompted the country to adopt new policies. At the Fourth Plenary Session of the 15th CPC Central Committee, the “Decision on Major Issues Concerning the Reform and Development of State-owned Enterprises” was adopted, and the promotion of state-owned and state-owned holdings began. The establishment of a modern enterprise system by large and medium-sized enterprises is an important task for the reform of state-owned enterprises and the development of a socialist market economy. The Third Plenary Session of the 16th CPC Central Committee further proposed the establishment of a modern property right system with clear attribution, clear rights and responsibilities, strict protection and smooth circulation, and promoted the reform of the property rights system of state-owned enterprises. This article will combine the practice of Laiwu Iron and Steel Group Co., Ltd. to reform and try why the state-owned enterprises must establish a modern enterprise system through the reform of the property rights system, so as to become a qualified market body to conduct research.
