介绍当前我国行业性图书馆联盟建设现状,分析依托于CALIS和依托于自建或商业系统的两大联盟共享模式,指出目前联盟存在以下问题:缺乏政府和法律力量支撑,功能拓展受限;非CALIS依托联盟组织管理机制亟须完善,创新和特色化合作较少等。针对如何完善行业性图书馆联盟资源共享模式提出几点建议:争取政府力量支持,充分尊重知识产权,注重交流和借鉴;完善联盟组织管理机制,注重创新和个性化合作拓展;注重新型技术应用;合理引入竞争、激励与市场机制等。
This paper introduces the current status of the construction of the industrial library alliance in our country, and analyzes the two major alliance modes of relying on CALIS and relying on self-built or commercial systems. It points out that the current coalition has the following problems: Lack of support from government and law and limited function expansion; CALIS relies on coalition organizational management mechanisms urgently need to improve, innovation and specialization cooperation less. In view of how to perfect the resource sharing mode of industrial library alliance, this paper puts forward some suggestions: striving for government support, fully respecting intellectual property, paying attention to communication and reference; improving alliance organization and management mechanism, focusing on innovation and individual cooperation and expansion; paying attention to new technology application; Rational introduction of competition, incentives and market mechanisms.
