财政部财库〔2014〕57号2014年5月19日第一条为建立规范的地方政府举债融资机制,加强对2014年地方政府债券自发自还试点地区(以下简称试点地区)的指导,规范试点地区发债偿债等行为,制定本办法。第二条自发自还是指试点地区在国务院批准的发债规模限额内,自行组织本地区政府债券发行、支付利息和偿还本金的机制。第三条试点地区发行政府债券实行年度发行额管理,全年发行债券总量不得超过国务院批准的当年发债规模限额。2014年度发债规模
