所谓贸易技术壁垒是指那些强制性或非强制性确定商品的某些特性的规定、标准和法规以及旨在检验商品是否符合这些技术法规和确定商品质量及其适应性能的认证、审批和实验程序所形成的贸易障碍。简言之,就是由国与国之间对产(商)品进行管理时,由于其实际的法规、技术标准、制度和检验制度带来的差异所形成的贸易壁垒,称之为贸易技术壁垒,这是贸易中最隐蔽、最难对付的非关税壁垒。针对这种贸易技术壁垒的几点理论进行了简要的探讨。
