职业教育是对受教者实施以从事某种职业所必须的职业知识、道德和职业技能的训练。职业教育的社会本质是为了社会需要的教育。解决党中央国务院“重中之重”的“三农”问题,就是解决农村劳动力他们学历不高、技能不熟、素质偏低的问题。因此,大力发展职业教育以满足经济发展的要求,劳动力市场的要求,企业的实际需求;实现农村劳动力的合理有序转移是统筹我国城乡经济发展,构建和谐社会的必要前提;提高我国农村人口素质,确保农村劳动力顺利转移的有效手段。这对我国城市经济的可持续发展、城市的稳定、社会的和谐发展以及实现我国产业化、工业化、城镇化健康发展,具有战略意义。
