省第十次党代会提出:“继续推进产业结构、产品结构、企业组织结构的调整逐步解决制约经济发展的结构性矛盾。结构调整的实质是优化资源配置。要在调整中培育和壮大特色经济,加速工业化进程,这是保持我省经济持续快速健康发展的一项重要而紧迫的任务。”我省经过改革开放二十年的发展,经济与社会发展取得了显著成效,工业水平有了较大的提高。但是,我们应清醒地看到,近年来,我省GDP的快速增长是国家实施积极的财政政策、西部大开发战略的有力推动下,加大基础设施建设和固定资产投资的拉动。并不是依靠青海自身实现工业化推动全省经济的发展。我省经济发展目前仍然处于工业化初
