邹鲁在《中国国民党史稿》中 ,指控农民部秘书彭湃在彭素民、黄居素、廖仲恺三位部长任内把持一切部务。其时国民党中央各部实行的是部长负责制 ,农民部的办事细则规定“部长统理部务” ,“秘书襄力助部长整理部务”。彭湃作为部长的助手 ,是在其分管的职责范围内进行工作。彭素民、廖仲恺两位部长均尽忠职守、事必躬亲 ,并未放弃其部长职责而放任秘书把持一切。黄居素由“总理手谕”免去代理农民部长职务 ,并非彭湃排挤走的。邹鲁的指控是错的 ,应还历史以本来的面目。
