最高法院机构改革全面启动《最高人民法院机关机构改革方案》已经中央批准。这标志着以建立机构设置合理、职责划分清晰、编制配备精干为目标的最高人民法院机构改革,已进入全面实施阶段。据最高法院负责人介绍,审判工作中,立案与审判分立、审判与执行分立、审判与监督分立,是确保司法公正的重要前提。为此,此次机构改革,新设立了立案庭和审判监督庭,由立案庭负责立案登记和按顺序派案,并对各类案件进行审限流程管理,以尽量避免和减少法官与当事人的庭外接触。这次改革另一个重大举措是,建立大民事格局,完善刑事、民事、行政三大审判体
