如今我国城市化进程不断加快,国民经济迅速发展,同时城市的规模也在不断扩大。城市的发展过程正是资源集中化、交通立体化、通讯网络化以及房屋多功能化的过程。城市人口的高度集中,资源的聚集导致城市存在较大的受灾隐患,一旦有灾害或者事故发生,将造成人员伤亡和财产损失。所以城市在社会经济快速发展的同时,也随时面临着突发事件的考验,要保证持续、平稳、健康的发展,必须具备抵抗各种突发事件的能力。
