目前,我国有许多图书馆存在着如下两方面的问题:一方面许多图书馆存在着大量陈旧、呆滞、失效的书刊。继续保存这些已失去利用价值的书刊,不仅影响了本馆藏书的正常管理与流通,还造成了书库空间的紧张和大量人力、物力的耗费。另一方面,有些图书馆由于本馆漏订缺藏,建馆时间短等原因,形成了对某些特定书刊需求的状况,这些特定的书刊又往往是出版发行部门现在无法提供的。而在某些图书馆失去使用价值的书刊,却正能满足这些图书馆的需求。
At present, many libraries in our country have the following two problems: On the one hand, many libraries have a large number of obsolete, sluggish and invalid books and periodicals. Continued preservation of these books that have lost their value has not only affected the normal management and circulation of the library’s books, but also caused tensions in the library space and a large amount of manpower and material resources. On the other hand, some libraries, due to the lack of libraries and the short period of time for building museums, have created a demand for certain books and periodicals, which are often unavailable to the publishing and distribution departments at this moment. Books that lose value in some libraries are meeting the needs of these libraries.
