The Yong’an municipal government of Fujian Province began to implement a multi-sectoral cooperative primary health care project in Dahu Township, an agricultural area, with the aim of achieving “everybody’s health care” in 1993. In accordance with the spirit of the Alma-Ata Declaration and the Chinese tradition of self-reliance, the entire community has participated in this project, and funding for the project is almost entirely resolved by the local community. As community leaders received training on the importance of primary health care, they played a leading role in the implementation of the project.
