党的建设已进入了全面从严治党的新阶段。而全面从严治党离不开党内监督的加强和完善。2016年10月27日中国共产党第十八届中央委员会第六次全体会议正式通过《中国共产党党内监督条例》,为我党实现全面从严治党增添了新的利器。这是我党推进党风廉政建设,实现制度反腐的又一座重大里程碑,也是我党走向更加成熟的又一重要标志。新的《监督条例》具有重大的创新,主要体现在:逻辑体系的创新;新的《监督条例》与党内其他新法规衔接上的创新;关于“党内监督与外部监督相结合”规定的创新;关于“整改”内容的创新等。当前,全党范围内正掀起学习与贯彻《监督条例》以及十八届六中全会精神的热潮。而学习好与贯彻好新的《监督条例》,在实践中还需要认真把握好以下几方面:(1)注重把握好依规治党原则;(2)注重把握好推进党内监督与推动党内监督体制机制改革发展的关系;(3)注重把握好新条例的重点所在。
