近些年,党和政府推行的普及九年义务教育成果喜人——我县适龄儿童入学率和毕业率也达到国家要求的标准。如今义务教育均衡发展也在我县推进得如火如荼,并取得了显而易见的效果,我县教育正朝着“人民满意的教育”之目标迈进!然而素质教育的发展现状并不乐观。笔者认为:在倡导和谐教育,推进教育均衡发展的同时,别忘了素质教育的稳中求进。纵观近些年来我县中小学的师资结构,还是有些影响教育均衡的发展进程的。一些小学教师达不到“万精油”的
