计量认证是一种政府行为。《中华人民共和国计量法》中第22条明确规定:“为社会提供公正数据的产品质量检验机构。必须经省级以上人民政府计量行政部门对其计量检定、测试的能力和可靠性考核 合格”。《计量法实施细则》中把这种考核称为产品质量检验机构计量认证,简称计量认证。 所谓计量,是指保证单位统一、量值准确可靠的测量。在现实生活中,计量随处可见。社会分工中,众多的部门、单位计量工作贯穿了其从事的职能的始末,从某种意义上讲,计量使社会化生产得以正常维系,计量使社会生活得以保障,如在贸易结算、安全防护、医疗卫生、环境监测等活动中离不开计量。计量使国家机器得以惯性运转。计量,有着如此重要的社会作用,以法律形式界定清楚具有计量技能和计量行政管理部门、单位的权力及义务即是顺理成章的事了。
