现代世界的全球性法治化运动,不仅包括联合国、其它国际组织和区域性联盟的法治化行动,更重要的是指世界各国展开的法治化实践。我们可以看到,从欧洲、美洲到非洲、亚洲,各国都在为实行法治而采取各种行动。这一法治化运动,是由多种原因推动的复杂过程,而民主化则是一大关键。民主的转型和民主的巩固,都需要法治的支持与保障,因此,现代世界的民主化浪潮与法治化运动,在同一个历史过程中共同发展。
The global rule of law movement in the modern world includes not only the rule of law operation of the United Nations, other international organizations and regional alliances, but more importantly the practice of the rule of law in various countries in the world. We can see that from Europe, the Americas, Africa, Asia and all other countries are taking various actions to implement the rule of law. This rule of law movement is a complicated process driven by many reasons. Democratization is a key issue. Therefore, the wave of democratization and the rule of law movement in the modern world have developed together in the same historical process. Both the democratic transformation and the consolidation of democracy require the support and guarantee of the rule of law.
