永兴县是一个丘陵山区农业大县,2000年被湖南省委、省政府确定为农村税费改革试点县。两年后的今天,经过农村税费改革冼礼的永兴,发生了重大而深刻的变化,改革前的1999年,该县农民人均纯收入只有2380元,农民人均负担却达到109元,仅这一年农民到省、市上访的案件就达20多起。改革后,2001年全县农民人均纯收入达到2783元,农民人均负担却减至46元,人均减少了63元,减幅达57.7%。农民切实从中得到了实惠,尝到了甜头,感觉到了党和政府关心农村、关爱农民的决心,心情舒畅,
Yongxing County is a hilly mountainous agricultural county, Hunan Province in 2000 by the provincial party committee and government identified as rural tax reform pilot counties. Two years later, a major and profound change has taken place in Yongxing, after the reform of the tax and fee system in rural areas. Prior to the reform, in 1999, the per capita net income of farmers in the county was only 2,380 yuan while the average per capita burden on farmers was 109 yuan. In this year, more than 20 petitions have been petitioned by peasants to the provinces and municipalities. After the reform, in 2001 the per capita net income of farmers in the county reached 2,783 yuan while the per capita burden on peasants was reduced to 46 yuan, a decrease of 63 yuan per capita, a decrease of 57.7%.
