本文是在人们从“以患者(医疗)为中心”向“以居民(健康)为中心”的观念转变的基础之上而进行的,因此是在从医疗-预防-健康的相互作用过程中,如何利用计算机信息系统、网络和通信技术进行管理,并提高管理效率,最终形成全民健康的理念。先进的科学技术在这个过程中,主要起到信息管理和应用以及决策支持的作用,这是居民健康信息系统建设的出发点。根据目前人们对于健康与医疗的理解,社区卫生服务机构承担了居民的健康状况调查、公共卫生的“六位一体”服务,以及基本医疗服务;各类医院等医疗机构承担了公共卫生服务和进一步医疗诊断的工作;疾病预防控制中心则承担着公共卫生监测与防范和控制的重要责任。
This article is based on people’s shift from the concept of “patients (medical) as the center” to “residents (healthy) as the center” and is therefore from medical-preventive-healthy interactions. In the course of the role, how to use computer information systems, networks and communication technologies to manage, and improve management efficiency, and ultimately the concept of national health. Advanced science and technology in this process, mainly play the role of information management and application and decision support, which is the starting point for the construction of residents’ health information system. According to people’s understanding of health and medical care, community health service agencies have undertaken surveys of residents’ health status, “six in one” services for public health, and basic medical services; various types of hospitals and other medical institutions have undertaken public health services. And further medical diagnostic work; the CDC is responsible for public health monitoring and prevention and control.
