近年来,农机手负担名目繁多,不少农机手入不敷出,苦不堪言。为了切实解决农民负担盲、乱、多现象,杜绝乱收费、乱集资、乱摊派和乱罚款现象的再度发生,今年衡阳县委、县政府决定统一印制农机手承担费用和劳务登记卡,发给农机手每户一卡。该卡附有农机手负担有关政策,全县现行农机手合理负担项目及标准,上交任务登记栏目等。农机手对应负担项目及标准了如指掌,持卡交款或完成劳务工,有关部门按章收费并如实在卡上登记盖章。农机手有权拒绝并检举控告任何单位或个人要求支付规定项目和标准之外的任何负担,一旦发现乱收费行为,由县“减轻办”协同有
